What if...
The health department has ordered a quarantine for me. What should I do?
If you have received a quarantine order from the responsible health authority, you must comply with its quarantine regulations.
Immediately submit the written order you have received from the health authority to the UDE personnel department. You can scan or photograph the order and then email it to: personaldezernat@uni-due.de
The duration of your quarantine is stated in the order.
Please also inform your superior immediately.
As an employee of the UDE, you will continue to receive your salary (as in the case of illness, payment will continue for a maximum of six weeks) or as a civil servant, you will continue to receive your pay.
If quarantine has been ordered for you, but you have no symptoms and are not on sick leave, you can work from home. Please discuss with your supervisor directly which tasks you can and should carry out.
Is personal travel abroad permitted?
If you are planning any personal travel abroad, please check whether your destination is classified as a high-risk area beforehand. Please refer to the website of the Robert Koch Institute for an overview of all countries or regions that are classified as high-risk areas, which is kept up-to-date at all times: https://www.rki.de/DE/Content/InfAZ/N/Neuartiges_Coronavirus/Risikogebiete_neu.html
Please note that, upon returning to North Rhine-Westphalia from a high-risk area, you will have to go into a two-week residential quarantine (isolation), see the Corona Entry Ordinance (CoronaEinrVO; German only).
As a matter of principle, the following rule applies: Travellers returning from a high-risk area are not to enter the premises and facilities of UDE within 14 days of their return from a stay abroad. This applies to staff, students and vistors of UDE.
If you are subject to quarantine upon returning from a stay abroad and this fact was known when you left Germany, you will not be entitled to receive your wage/salary for this period. Therefore, please consult with your line manager whether you will be able to work from home for the duration of your quarantine before you travel. Alternatively, please request approval for two additional weeks of leave immediately after your return from a high-risk area or permission to take time off in lieu if you have worked extra hours.
I was recommended (not ordered) quarantine by the health department. What does this mean for me?
Here too, the following applies: UDE facilities and premises should not be visited for the duration of the quarantine recommended by the health authorities!
Please contact the personnel department at personaldezernat@uni-due.de as well as your superior and inform yourself about the recommendations and any measures taken by the health authorities.
Provided you are not incapacitated for work, you are basically still obliged to work. Please clarify with your supervisor whether mobile work is possible and which tasks can be carried out from home.
I am indirectly affected by quarantine because it was ordered for one or more persons with whom I live in a household. What does this mean for me?
Please contact the Human Resources Department at personaldezernat@uni-due.de and your superior before you start work at the UDE premises and inform them of the measures and recommendations that the Health Department has taken or made for you.
Provided you are not incapacitated for work, you are in principle still obliged to work. Please clarify with your supervisor whether mobile work is possible and which tasks can be carried out from home.
I have a higher risk of severe COVID-19 disease. What must and can I do?
Especially in the case of subsequent pre-existing conditions, there is generally an increased risk - regardless of age - of a more severe course of disease when infected with the corona virus (COVID-19):
Cardiovascular diseases requiring therapy (e.g. coronary heart disease, high blood pressure),
Diseases of the lungs (e.g. COPD, bronchial asthma), chronic liver diseases, kidney diseases, oncological diseases, diabetes mellitus, weakened immune system (e.g. due to a disease associated with a weakened immune system or due to regular intake of drugs that can influence and reduce the immune defence, such as cortisone)
Who belongs to this group is described at the following address:
https://www.infektionsschutz.de/fileadmin/infektionsschutz.de/Downloads/Merkblatt-chronisch-kranke-Menschen-Coronavirus.pdf
If this has not yet been done in connection with the Corona pandemic, please contact your doctor by telephone first so that he can certify the existence of an increased risk. A simple medical certificate is sufficient, which should only indicate that you have a higher risk of a serious COVID-19 disease course. The certificate should expressly not contain any diagnoses or other indications that allow conclusions to be drawn about existing illnesses.
In principle, you are still obliged to continue working. The UDE will continue to do its utmost to accommodate everyone in this case and to give priority to enabling you to work from home. As before, please discuss the tasks you can and should carry out directly with your supervisor.
whether mobile work is possible and which tasks can be carried out from home.
I am caring for a relative with a higher risk of severe COVID-19 disease? What does this mean for me?
Please submit a simple medical certificate to the Human Resources Department, stating exclusively that your relative living in the household community is at increased risk of serious COVID-19 disease.
Working at home
The possibility of working from home and the associated notes on working time recording will initially apply until 31.10.2020. On the basis of this, managers should continue to enable mobile work, possibly alternating with attendance times, and develop a personnel deployment concept for their area of responsibility.
Depending on further developments and the requirements of the business, the attendance times of employees at the university will be successively increased again in the course of May, taking into account all protection and hygiene regulations. As far as is justifiable, the aim is to carefully and gradually ramp up the UDE's presence operations in a controlled manner.
In the case of mobile work, the basic principles of data protection and data security, which have already been agreed for telework, naturally apply. (This regulation will initially apply until 31.5.2020).
Reconciliation of work/study and family
The NRW state government has extended the list of occupational groups entitled to use emergency care in day care, nurseries and schools. What this means, who it applies to and how to report a need is explained by the UDE family service office at:
https://www.uni-due.de/familienservice
Home-training offer of the university sport
The university sports department offers an extensive "home training" including a daily break express online. The offer is free of charge and is imported via the "ZOOM" platform.
Services of the ZIM
Services/tips on video conferencing, e-learning opportunities and other offers
Video conferencing: Internal and external solutions
The current situation requires, inter alia, the extensive use of videoconferencing technology, centrally managed and widely available.
Record of working hours (GLAZ)
The system for proof of working hours has been blocked since 23.03.2020.
Business trips
[25 July 2020] In principle, business trips to risk areas are still prohibited. Please check the pages of the RKI to find out which countries are designated as risk areas.
The University board has decided to further relax the general ban on business trips.
With immediate effect, mandatory business trips to the member states of the European Union, to Schengen associated states (Iceland, Norway, Switzerland and Liechtenstein) and to the United Kingdom may be resumed. In doing so, the applicant must clearly explain the mandatory requirement of the business trip in the application.
The applicable distance and hygiene measures must still be observed.
This means that superiors may now issue permits for business trips to the above-mentioned countries. The decision on whether a business trip is necessary is decentralized and should be documented. A strict standard must also be applied to the decision regarding the necessity in terms of time (why is it mandatory now?).
It is expressly pointed out that in international air and travel, entry restrictions, quarantine measures and restrictions on public life are still to be expected in many countries. It is therefore imperative that the applicable travel and safety instructions of the Federal Foreign Office and the regulations of the respective country be observed when approving the business trip and again directly before it starts.
In addition, travel services should only be booked shortly before departure and, if possible, with flexible conditions in case travel warnings and entry bans are issued again.
General business trip permits for the above-mentioned countries issued before the business trip ban are again valid under the above-mentioned regulations.
Continuing education and training
Until 31 October 2020, only smaller face-to-face events will be held. The participants will be informed. The UDE training team offers online courses (German) on some topics.
